The first one you can get is "sprint & load" which allows you to reload and sprint with any weapon. The rifle is probably going to be your main tool as an early player, so focus on that first. Once you get the 7mm you can reliably begin to hit targets as far out as 400m without having to worry about bullet drop. I really recommend that one, but also purchase the range finder. For example, the zeroing perk in the rifle skill tree will also let you zero your bows, shotguns, and handguns.
Note that the some of the perks, ones that are "active" (you have to turn on and select it to use it) work for other weapons aside just the firearm it is listed under.
